The head of the department – Basiyev Oleg Chermenovich He was born in 1976, graduated the State Academy of oil and gas named by Gubkin in Moscow. His specialty is mining engineer.
His working activity has begun in the JSC “Tengizmunaigaz” as an engineer in 1998, then in the JSC “KazakhoilEmba”. After he worked as a deputy of the head, then the head and adviser of the president of JSC “Atyraubalyk ”, and the head “Prikaspiski elevator” LLP.

About establishing of public authority
Business and industry department of Atyrau oblast is the local executive body, financed from the regional budget and authorizes the formation and realization in the field of basic directions of business development, industry, industrial science, services and trade, which was established on the basis of decree №245 of Atyrau oblast akimat from December 10, 2004 "On improving the system of public administration of Atyrau oblast".
The Department carries out its activities in accordance with the Constitution and Laws of the Republic of Kazakhstan, akimat decrees, acts of Akim of Atyrau oblast, other laws and regulations.
The situation and structure of Business and industry department of Atyrau oblast were approved by decree №108 of Atyrau oblast akimat from April 15, 2008 "Matters of Business and industry department of Atyrau oblast".
Business and industry department of Atyrau oblast realizes the licensing of certain types of activities in accordance with the Law of the Republic of Kazakhstan from January 11, 2007 № 214 "About Licensing", Government of the Republic of Kazakhstan from January 31, 2008 № 80 "About approval of rules for licensing and qualification requirements to the collection (harvesting), storage, processing and marketing entities scrap and waste of ferrous and nonferrous metals, Government of the Republic of Kazakhstan from August 23, 2007 № 731 "On approval of rules for licensing and qualification requirements of storage, wholesale and (or) the retail sale of alcoholic beverages, except of storage, wholesale and (or) the retail sale of alcoholic beverages in its production and with the approved standards and regulations, provision of services:
1) the licensing of the collection (harvesting), storage, processing and marketing entities scrap and waste non-ferrous and ferrous metals;
2) the licensing, storage, wholesale and (or) the retail sale of alcoholic beverages, except for the activities of storage, wholesale and (or) the retail sale of alcoholic beverages in its production.
