Information about Atyrau

City

Atyrau , formerly Guryev , city (1993 est. pop. 151,000), W Kazakhstan, on the Ural River and near the Caspian Sea. A port, rail center, and an industrial base of the Emba basin oil fields, it has refineries, petrochemical complexes, and varied manufactures. Fishing is also important. The city is linked by oil pipelines with Samara and Novorossiysk. Founded in 1645, it became a military outpost in 1647. Atyrau was a fishing center until the development of the region's petroleum industry in the 1930s.

Demography

It has 142,500 inhabitants (1999 census), almost 80% ethnic Kazakh. (The rest being mostly Russians and other ethnic groups: Korean, Bulgar, etc)

History

The city was founded as Nizhny Yaitzky gorodok (Russian: Íèæíèé ßèöêèé Ãîðîäîê) in 1645, and later was named Guriev, after the Russian trader Mikhaylo Guryev. The city bore this name from 1708 until 1992. It was a Russian military outpost due to its strategic location.

Geography

Atyrau is Kazakhstan's main harbour city on the Caspian Sea at the delta of the Ural River. Atyrau city is approximately 20 meters below sea level. The city is considered by locals to be located both in Asia and Europe, as it is divided by the Ural River (considered the border between Asia and Europe by local tradition; by international sources the border between Asia and Europe is the Emba river).

Industry

Atyrau is famous for its oil and fish industries.




About establishment of the state body

Department of business undertaking and industry of Atyrau region is the local executive body, financing from the regional budget and realizing authority on formation and realization in the regional territory of the main directions of business development, branches of industry, branch science, spheres of service and tourism, which was created on the basis of akimat’s decision of Atyrau region dated 10.12.2004 #245 “About perfection of the system of state management of Atyrau region”.

Department realizes its activity in accordance with the Constitution and Laws of the Republic of Kazakhstan, akimat’s decisions, Akim’s acts of Atyrau region, other normative lawful deeds and present Condition.

By an akimat’s decree of Atyrau region dated 13.01.2005 #10 “Questions of Department of business and industry of Atyrau region” was affirmed condition and structure of Department of business and industry of Atyrau region.

Department is a legal entity in organizational lawful form of a state institution, which is obliged to provide execution of functions and give an account to akimat of the region for results of its activity.

On the base of cl.8 of the Republic of Kazakhstan dated 11.01.2007 #214 “About license” Department of business undertaking and industry:

1) Project processing of qualifying requirements and rules of licensing of activity kinds;
2) Establishment of declarant’s correspondence by qualifying requirement during the issue of license and enclosures to the license;
